Did you here that Canuovea? The horses are sophisticated as all hell, they put your beloved skirt-wearing pigs to shame!
We've seen that the central government is essentially non-functional, the local governors are allowed to do as they please (so long as other governors don't intervene), banditry is a major problem, they have a large enough issue with veth that it's dangerous to go outside of the major settlements (I'm going to venture that veth weren't such a threat when the Empire was stable and well-governed), the various religious sects act outside the law and even act against the government when they can get away with it, they have soldiers and (at least in the case of the Grand Church) private armies, and even fight small wars against each other.
Sophisticated yes, but I wouldn't call the Gotetra Empire a bastion of civilization.

I'm going to point out that the Ivos are a lot more unified and organized than the Gotetra currently.
...then again, so are the Junlocks.

It is also worth noting that being an Ivos Emperor isn't hereditary, and the religious bonds that keep things together are usually really adhered to. So it is looking like that Ivos are simply more stable than the Gotetra... at least how the current system looks. Which is ironic, because the Romans were usually dealing with so much political bullshit...

The Gotetra are a sophisticated, but as Renard demonstrated, they have become horribly disfunctional. Thirty points for that good summary of tall their social problems (its even more of a mess than I thought really!)
Canuovea gets 50 points for that. The gotetra will need some salve to heal that sick burn!

Hah! Well, it was pretty good, since the Junlocks are nominally disorganized... but they can at least get together and appoint a high king if things are going badly! They do actually work together!
