Well, its possible that the AI isn't exactly programmed by humans. It could have been part of a process of self improving artificial intelligence.
Technocracy only works if it is an AI though, and not all technocracy would be like that. In fact, Technocracy already has a definition: Rule by the scientists, basically. But if we had one bloke who was responsible for all the rules and crap, like this AI, but beyond that didn't give a fig what his subjects actually did, what would we call this person? Dictator, probably, but... eh?
As for people leaving, yeah that could work. If there is anywhere to leave to.

Didn't the Matrix already do all this? The computers built a flawless, perfect utopia for the humans to live in but the whole thing failed because humans couldn't accept a flawless world. In the end they just built a world that we were used to living in anyway.

As the Architect in The Matrix explained the inherent flaw in the design is "choice" or more accurately, free will. In order to make a perfect world free will would have to be eradicated, but since humans gauge their self worth by the choices they make they can't exist in a perfect world. Even if the computers were attempting to make this world for the benefit of the humans, as opposed to themselves, they would irrevocably come to the same conclusion. Their programming could not be fulfilled as long as the human element remained in place. In the end they would always come to the logical summation that in order to complete their objective the human element needs to be eliminated, or at the very least reduced to one individual.

As far as I can tell her idea is pretty much the Matrix, just without the human batteries. The resistance is a planned part of the system that is there specifically for when the whole thing collapses to pick up the pieces afterward.

Except the AI is not hiding the fact it is in charge, it happens in the "real world", and the AI's priority is the safety and happiness of the humans under its control, it has no other motive.

It is hiding some of it. In order for the "resistance" part of the system to work it needs to be kept secret, otherwise it might spawn an actual resistance. What's more the people who are in the resistance, real or not, won't be happy. People don't want to spend their entire lives in a resistance, they want to work towards something better. In this scenario nothing better ever happens, the resistance is part of the system and change is impossible. The resistance is working towards an unobtainable goal.

in other news summer over URI gone education prohibitively expensive country going to hell
back on topic (ha thats a joke.) I'll at least answer the sexual connection this setting came about because i wanted a setting to set some erotic mind control fiction in. from there sci-fi, totalitarianism, and utopianism just sort of ocurred.
Also it happened again
I thought up a setting meant for erotic fiction. Now I have a dystopian setting about class disparity, immortality, positiveness of technology, and the dual nature of some technology. among a few other things. Half the cast is named for historical folk. I just wanted to write a story about a girl who has sex with an AI. anyway im working on a novel now.
