Yes, magics can normally be countered by themselves or their opposite. Though that only a general rule, its quite possible that someone could find a way to beat someone elses magic using other elements.

I see thanks. Also, can life magic damage Thresholders or Nameless?

Not Nameless, who are more like actual creatures, all be it abhorrent ones. Thresholders are more like magical creations, so can be attacked directly by exposing them to life magic (which normally doesn't directly harm people.)

Some of the significant city states of the Komus-
Calatanca The largest of the cities that is still populated, Calatanca is laid out to a well organised grid structure, with cannals that serve to transport goods around the metropolis. All Komus cities are built with care to make sure they gather and retain rain water effectively, and Calatanca exemplifies this, with almost every roof top and street designed to maximise water collection. This is essential to support the cities vast population during leaner times. The city has been blessed with a dynasty of wise queens who run it very efficiently. Many other city states pay tribute to Calatanca to protect them from their enemies and from the wrath of Catalanca's rulers. There is great resentment towards Calatanca, but no alliance of cities has yet formed that can challenge it's power.
Itzahata The oldest of all Komus cities that is still inhabbited. Itzahata is built amongst a range of hills and mountains, making it very deffensible against attack. As well as physical defences, the city is viewed as a sacred place by the Komus. It contains some of the greatest observatories and liberaries of knowledge (carved into tablets) anywhere in the Komus penisula. To attack the city would risk damaging these treasures of knowledge, and Xino, the god of the mind himself, would snap out of his dellusions to punish such an affront! The priests of this city are considered to have particular insight, and queens of other cities will sometimes travel to Itzahata to seek their council.
Tenohila Of all the major cities, Tenohila is the closest to Trakatek and Wah-Daq territory. The city suffers from very few of the priest caste being born. Many fear this is a sign of disfavour from the Gods. To offset this, the cities queens are extremely warlike, constantly attacking and raiding their nieghbours, be they Komus, Trakatek or even Wah-Daq. Victory in war helps sure up their claims of divine favour, and bring back ample captives to provide sacrifices. Tenohila may not have the biggest armies, but they are battle hardened and expert in the hit and run warfare of the jungle. Aware of how precarious their leadership is, the queens of Tenohila always have large body guards of Rastikar Warriors with them at all times.
Hilakala This city was once in allience with its neighbouring Totetoka, but over time ritualised battles and games gave way to real tensions and now the two are engaged in constant struggles for supremacy> Hilakala's Queen has ruled the kingdom for around 200 years, with the next living person in line for the throne being her great grand daughter. The reason for this is a magical elixir, brewed by the cities priests, that extends her life. Unfortunately, this was a deception, as the potion brought life but not vitality, gradually reducing the queen to a decrepid, senile husk, more threshoulder than living woman. With the queen technically still alive, the priests have taken control of the city, ruling in her name, with the rest of the royal family reduced to ceremonial roles.
Totetoka This city is considered to be under a curse ever since strange red furred outsiders were allowed to enter the city and defiled one of its largest Temples. The entire ruling dynasty was over thrown by the angry population. The new queen declared the foriegners to be demons from the underworld, and warriors still patrol the jungles incase these red monsters return.
Zapilata Some years ago, the mighty city of Zapilata saw the rise of a strange cult of Priests who believed they could gain insight from Korvetor and knowledge from the next world by feasting on the flesh of the dead in foul rituals performed around altars of bones and skulls. When the depravities of these Flesh Cultists was uncovered, they were driven from the city, escaping into the Wah-Daq jungle, a place from which none except to return. In more resent times, the city has begun to suffer badly from its rulers mismanagment. Over population, over farming and drought are increasingly pushing the city to the brink of collapse. the cities rulers have responded with ever increasing amounts of bloody sacrifices. Even by Komus standards, the levels of blood shed is excessive. This has the effect of placating the ever more desperate populace, and hopefully the gods. It is also an effort by the rulers to remove the weak, sick or elderly, so there are less mouths to feed. In a grisly irony, the bodies of the sacrificed have started to be secretly used to make stew to feed to the population, though unlike the Flesh Cults this is done out of nessecity to avoid starvation leading to riots, rather than out of perverse faith.

Yes, magics can normally be countered by themselves or their opposite. Though that only a general rule, its quite possible that someone could find a way to beat someone elses magic using other elements. So I've thought about this since Sapphy made her comment regarding how she fares against opposing magics back in chapter 6 of the RP. Practically speaking, I don't think magic counters would be too big a thing for the most part? But I imagine it'd crop up here and there in a few places. Darsai versus uhh...Wolf people with the Darsai-fire blades being on some level countered by the ice-armor of a frost-zerker. As perhaps a bigger more-thought-out revisit of what Sapphira said, it goes like this: Her fire and ice magics grant her a certain flexibility in getting around being countered, but without the secrets of the cold-fire or the knowledge on crafting the ice-golems her people are known for, she'd basically get walloped by Elysium sea-priests. How that works out I figure goes like this-Sapphira opens with a fireball. The Elysium counters with a blast of water that extinguishes the Shulway's fireball, and nails her. Sapphira could try to shoot ice at the Elysium...But then the Elysium just meets ice with ice, and then mixes in some water to make his mass of ice superior to Sapphira, or otherwise as a method to make Sapphira accidentally freeze herself via drenching her and then connecting that water with the ice magic she's throwing around. In short, Elysium synergy beats Sapphira's flexibility since she's yet to develop the more advanced magics of her people. .... But enough off-topic! These Komus are basically Amazoness parrots from El-dorado/ the south americas kinda? Hrrm. Can't say I'm keen on what basically amounts to zombie-magics, but on reflection I think I can't think of many other races that do the whole 'death magic' thing. I think the Onrapa do death stuff, but for them it's more poisons and whatnot, and maybe those...indian frog peoples with it again manifesting as poisons, only they get it mixed with drugs, if I recall correctly? I should probably go look this stuff up.

When you say Elysium do you mean Eslum? I'm just checking that I'm getting what you mean right.
The magic in Harkovast isn't meant to be kind of a pokemon "certain elements beat other ones", that kind of coutnering more comes into play for super natural things like Threshoulders, where its something purely of one element. Its for mystical type situations rather than fday to day magic (its funny how in Harkovast there is such a thing as everyday magic.)
I try to have each race put their own spin on the magics they get, rather than just repeating the same powers in different combinations. The Komus are kind of an aztec/meso maerican vibe.

Of the major city states, one is such a mess that they have to kill and eat the old and weak just to stave off starvation, two (one of which saw the complete overthrow of the ruling class in recent history and the other is probably going to see the priests and nobility fighting for power before too long) are locked in a series of wars with one another, one is hated by their neighbours for constantly attacking them, and the most successful city is resented by everyone for being so successful and demanding fealty from the other cities.
A well-trained army with a smart leader could probably do some serious damage, most invading armies would be better equipped with steel weapons and armour, and if they played their cards right they could raze a smaller, weaker state or two to show they mean business, and then try to form an alliance with others who want to get even with some of the major cities.
It's why partying with the Junlocks and Ano-Chee must be fun, the Junlocks can keep the beer and mead cold and both can party harder than most other races courtesy of that life magic.

Lucky for them the Spanish equivalent are all dead or creepyified so they should be fine. Right? It isn't like there are any other people with an exploratory bent to them, eh? Who might also be vaguely European renaissance styled.

I don't think ACs like the concept of alcohol, do they Renard? As for who would be likely to invade, the Elsum would have a huge technological edge but I'd guess the temperatures and a lack of coastal cities would put them off even if they wanted to invade. Apart from the Knarl Empire, nobody seems like they'd be particularly willing to try taking them over.
