Not sure it is really a memorial to him as of yet, rather a shrine (as they say), a sort of recognition of his special place in the community.

They're shipping boots, so they don't cover the bottoms of the hooves, just the lower legs to prevent the horse from being injured if they bump their leg against the inside of the trailer during transport.
On the plus side, that's one horse than can only awkwardly march after you at less than a walking pace, so she's easy to outrun.
