I am reminded of how Fallout and Metal Gear Solid disagree about war. Fallout says war never changes, Metal Gear asserts war has changed. Who do we trust?

Well, humans physically changed and mentally developed. But the idea behind Machiavelli's assertion is more one that human nature doesn't really change. I don't think that is so, though really the most evidence we have against the immutability of human nature to this point can be explained by a changing of circumstances.
Namely, humans are less dickish when they're well off. But take all that away, break down our communities, and we go full Heart of Darkness pretty quick.
I don't really know much about either franchise. But I think that Fallout is more about people in war, why they start war, and so forth. Whereas the mechanics of war change (or evolve, if we're playing Halo).

Humans change, but our instincts haven't changed as much as we think since the stone age.
Fallout is post nuclear war survival, MGS4 was largely set in a proxy war between a Private Military Corporation and some militia.

So it seems Sahara is a meat connoisseur of the people variety now. She might have eaten gnoll before too, hard to tell with her diet. At least when you die in battle you will know your sacrifice won't be in vain as both your loot and your body will be put to use. Very reassuring right? It would only be out of respect though
