This must be an older version of the map, the Gotetra Empire is supposed to be a good portion of what on that map is the south-western Al-Saigal Sultanate.
That, or this map is simply the logical conclusion of Gotetra superiority and benevolence; the whole world is the Gotetra lands, and yet they allow the locals to keep the illusion of self-rule.

Well, I did say I regard Rin-Xien's story as subtly tragic fall from grace. Maybe one of these days I'll get around to writing a short story about how everyone hangs their heads in shame when Rin-Xien does come back to his village eventually. And then Red Sword kicks his ass back to the Empire.
