Liling, the First White Empress, made war against the Dol-Kim.
The Kahns of the Dol-Kim were terrible and feared warlords who were one of the greatest powers in the land before the White Kingdom formed.
Other peoples lives in fear of these dreaded nomadic armies. The Dol-Kim art of war was sophisticated and deadly, and they were merciless on those they conquered.
It was said that no Chang army had ever defeated the mighty Kahn's in battle, but Liling was not intimidated by their reputation.
She created an army that was as mobile and disciplined as those of the Kahns and deployed it with a ruthlessness that equalled that of the Kahns. She threw back their armies and destroyed their power, sending the Dol-Kim fleeing back to their homeland.
The Dol-Kim were astounded by such an enemy, and it shook their entire world view.
No Chang had ever been able to defeat them, as their warriors and tactics were invariably superior.
Eventually the Dol-Kim came to the conclusion that Liling was obviously not a Chang, but just lead an army of them.
Liling must be a divine beng to have defeated them, and the only option was to pledge allegiance to her Enlightened Path.
Many peoples, especially the Yulbax who had always suffered the worst of the Dol-Kim's aggression, called for revenge on the Dol-Kim. Liling had it in her power to destroy them, but instead spared the Dol-Kim, because her war against had never been wagde solely to end their aggression.
She had long ago realised the that warrior ethos and organisation of the Dol-Kim could be of value to her new Empire.
The Dol-Kim had a network of messengers and support posts across the territory they controled. This allowed their widely spread forces to coordinate their efforts and communicate quickly and effectively.
While easily over looked, Liling wanted to learn about secrets of this organisation and turn it to her own purposes.
The network was expanded and improved to cover all of the White Kingdom, a network that still stands today.
Post offices dot the land scape, each with a herd of suss birds standing ready.
The Imperial Messengers are known as Arrow Messengers, and are largely Dol-Kim, though some are of other races.
Wrapped around their hands and faces are bandages to protect them from the elements as they ride at the greatest speed to reach their destinations. When one reaches a post office, staffed by people from the local race, he or shee will be given food, rest and a fresh steed.
Arrow messengers carry bells on their steeds that alert people that they are coming.
All people, rich or poor, commoner or noble, are expected to make way for an Arrow Messenger, and an Arrow Messenger can order any person to give them a new steed if they require it.
To impede an Arrow Messenger is considered an actof treason, and since the Emperess is a divine being, an act of blasphemy.
The messengers carry instructs directly from the ruler to her empire and are sacred. Without them, such a vast empire could not function.
The messengers can also be used by private individuals to carry messages but there is a charge for doing so.
