well weaker and stronger in this world really depends on who is fighting who. Unstoppable can flatten most of the cast but would struggle against Tesla or Her for different reason and yet Tech can easily take on Tesla because Tesla's lightning abilities can't harm Tech for the most part. Momentum I guess is the weakest because he's a World War 2 Vet and though he can still hold his own in a fight can have a heart attack if he pushes himself to far

oh wait I forgot to put the villian Speed Demon down. hes basically just a dude that uses supped up cars and other vehicles

yeah pretty much. he's not really a major character as he's more of a get away driver then anything else. take him out of his vehicle and he's rather screwed

yeah still useful for sure. in the story scene where he is introduced he shows up to help Tech, Seismic and Screech get away from their losing fight against the new hero Unstoppable and the aging Momentum

Momentum lost his legs while the Second World War was going on and was recruited into a program that would come to give him metal legs, a reinforced spine and the ability to proceive things faster then others.
his legs are used to hop around extremely fast and kick things hard enough to flip tanks and knock someone like Tech off his feet. he's also the first one to stop the German soldier who was the original Untouchable back in his prime during the war
the legs aren't shaped like human legs but more like goat legs. the idea of his speed based abilities coming from Bitey of Brackenwood (go watch those).
we are introduced to him as an old man in a wheelchair with no legs. he's meant to be retired, he's in his 90s living normally but finds he just can't sit by and do nothing.

The original Untouchable was a nazi soldier, his body could project a kind of invisible shield that bounced bullets and stuff away from him that makes contact with his skin. he could also say punch a tank and his pushing force would send it flying when his fist would make contact. he also can't suffer things like falling to high and fast, his body coming to a safe stop on the ground.
the second Untouchable is the grandson of the original. with pretty much all the same powers but is an ex-villian having giving up the life after being let go from prison for saving the world. though Seismic his lover wants him back in the game because they were a good team and Untouchable does miss the life a bit but wants to avoid jail again. he's also dealing with conflicts of interest because he is in love with seismic and vis-versa but due to conflicting interests and seismic's unwillingness to quit the villian lifestyle their relationship with each other has fallen apart at this point

Ah, nice powers too.
But a villain attempting to reform but being dragged back into it perhaps? Interesting. Some parallels to real life situations there too.

Well our main character himself is a bad guy and a majority of the story will focus on villains and humanize them. I noticed a lot of comics just don't let the villains be people and the ones that they do turn into anti-heros like Harley Quinn. It comes from really liking Sandman from Marvel. the average man unable to save his dying daughter from an illness that is treatable but costly. he just wanted to support his family.
You can be a villian without truly being a bad guy.
Untouchable saved the world
Tech saves a school full of held hostage kids because he wants to not because he has to
Her is turned into a monster at the hands of the Nazi's
Rasputin as a good guy
Also in some points focusing on the affect a world willing to experiment on living people to create heros actually has on those people. this involves many Little Boy and Creeper
