that's basically Untouchable's thing and I hadn't really planed on that. it's a big world where traveling around isn't the easiest much like today's real world.

plus Untouchable is retired from the villian thing after saving the world so no one is really coming for him. that and right down to it I'm not sure how a fight between the two would go anyway. Unstoppable doesn't have the speed required to catch Untouchable off guard and actually hit him, and then the question of if his powers can stop her because so far there really isn't a limit to the amount of weight he can push back. The two would just freeze I guess with Unstoppable constantly increasing in mass and Untouchable's push constantly increasing in strength to repel her

So, basically, the premise is that there are heroes who try to hunt down villains? While villains also sometimes hunt each other down?

we not really, heros do still move around, depends how close they are to the situation. Unstoppable has a plane and was able to get to Tech, Seismic and Screech because the escape and police chase was on the news.
the Heros stop crimes when they can and hunt down villains and the only villains that would be actively hunted down by everyone would be Creeper and Lich because they aren't safe for everyone

well heros team up and all function under the same codes instated by law so being a hero puts you in that type of league.
Heros in this world are a big thing, people like them, people gamble on them because most hero/villian fights are televised on the news.
after World War 2 there were all these super soldiers with nothing to do now so they became the first heros and villains, the world loved it.
Laws came into place. there is actually a super hero tax that people pay to help with repairs to damaged places. Heros can also take out grants from the government to help finance themselves and people with enough money can get funding to make new super heros

I wouldn't say Hunger Games, the idea of people gambling on super hero fights came from Drawn Together actually. You can be a hero without registration it would just mean you're not protected under the system like if you kill someone. can't receive the benefits that comes with it either like funding, superior healthcare.
being registered has its own issues too. there are expectation of taking action, if a hero is in range of a situation or otherwise capable of taking action they are expected to. their name and address must also be given (these are kept secret but the government has them) and you are on call to the government, not for war though, no hero is forced into fighting for a cause they don't believe in.

Well, that reality TV show aspect feels like the Hunger Games, but Drawn Together, from what little I've seen of it, wouldn't surprise me at all if that is the case.
Hmm. That is mighty generous of the government, in not using the heroes for military purposes anymore. Then again, they probably figured that you catch more flies with honey than vinegar, as it were.

well after Vietnam using heros in war didn't become a good thing.
and yeah in one episode of Drawn Together the character Captain Hero learns you can bet on hero fights so he starts doing that and losing on purpose to make lots of money
